Job Summary:
The Programs Development Officer is responsible for designing, planning, and supporting the implementation of programs and projects that align with the organization’s strategic goals. This role plays a key part in ensuring that programs that promote the rights and empowerment of women and victims of human rights abuses in The Gambia, are effectively developed, monitored, and evaluated to meet desired outcomes. The officer works closely with internal teams, partners, and stakeholders to enhance program quality and impact.
Impact:
The Programs Development Officer contributes to the growth and effectiveness of the organization by developing impactful, well-designed programs that meet community needs and donor expectations. Through strategic program planning, monitoring, and collaboration, this role supports the organization’s mission to deliver meaningful and sustainable outcomes.
Key Responsibilities:
- Lead the development and design of new programs and projects in alignment with organizational priorities and funding opportunities.
- Conduct needs assessments and research to inform program strategies and interventions.
- Support preparation of program proposals, concept notes, funding applications, and budgets.
- Collaborate with cross-functional teams to coordinate program activities and ensure timely implementation.
- Monitor and evaluate ongoing projects, collecting and analyzing data to measure progress and impact.
- Assist in the development and documentation of program reports, policy briefs, and position papers.
- Facilitate stakeholder engagement, including partners, beneficiaries, government agencies, and civil society organizations.
- Promote knowledge sharing and capacity building for program staff and partners.
- Support advocacy initiatives and outreach activities related to program objectives.
- Ensure compliance with donor requirements, organizational policies, and relevant regulations.
- Provide technical assistance and guidance to project teams to strengthen program delivery.
- Contribute to strategic planning and review processes to improve program design and effectiveness.
Qualifications and Skills:
- Bachelor’s degree in Social Sciences, Development Studies, Public Administration, or a related field. A Master’s degree is an advantage.
- Develop and implement programs that promote the rights and empowerment of women and victims of human rights abuses
- Proven experience in program development, and evaluation, preferably within NGOs, donor agencies, or governmental organizations.
- Strong understanding of project cycle management and reporting requirements.
- Excellent research, analytical, and writing skills.
- Ability to engage and liaise effectively with diverse stakeholders.
- Collaborate with stakeholders, including government agencies, civil society organizations, and community groups
- Familiarity with advocacy, capacity building, and community mobilization approaches.
- Proficient in program management tools and data analysis software.
- Strong organizational, multitasking, and time management skills.

Requirements:
- Bachelor's degree in a relevant field (e.g., social sciences, human rights, development studies)
- At least 3-4 years of experience in program development, managementand implementation, monitoring, and evaluation
- Strong knowledge of women's rights and human rights issues in The Gambia
- Excellent writing and communication skills
- Ability to work independently and as part of a team
- Strong analytical and problem-solving skills
- High level of integrity and commitment to ethical practices.
- Ability to work independently and as part of a team in fast-paced environments.
Preferred Qualifications:
- Master's degree in a relevant field
- Experience working with women's organizations or human rights groups
- Knowledge of project management and evaluation methodologies
- Familiarity with donor reporting requirements
